The Finance Department focuses on the City’s financial services, including debt service management, cash investments, payroll, payables, billing, and collections. Due to the City's low debt ratio, sound financial management and strong local economy, the City has "AA" bond ratings from the leading bond rating agencies.

The Accounting Division is responsible for all financial transactions including accounts payable and receivable and preparation of the City’s Comprehensive Annual Financial Report.
Payroll is processed in the Accounting Division and includes the maintenance of employee payroll files, preparation of all employee pay, preparation of check requests for payroll taxes and deductions, Blue Cross and Blue Shield maintenance, and employee deductions. The management of fixed assets is handled in the Accounting Division, as well as quarterly payroll reports, bank reconciliation, grant maintenance, sales tax requests, annual 1099’s, W-2's, and Community Development Block Grant.

Utility Billing and Collections
Utilities billing will continue on a bimonthly basis. Residents will receive their first bill from CFPUA in either July or August. Customers may make their payments in person at 305 Chestnut Street downtown or 235 Government Center Drive across from the New Hanover County complex, or via check (made payable to CFPUA). An automatic bank draft payment option will also be offered. Customers who currently pay via automatic bank draft will receive a form to confirm that they wish to continue this payment arrangement.

City Trash and Stormwater Billing
City trash and stormwater charges will also be included on your bimonthly bill from CFPUA. City bills for May/June were lower than normal because base charges for water, sewer, trash and stormwater were not included. Fees for these services will be billed in July/August from CFPUA.

The Purchasing Division processes the procurement of all materials, supplies, equipment, services, construction and professional services for all departments. Other Purchasing functions include disposal of surplus real and personal property, contract administration, management of the City’s fleet of vehicles and equipment, MWBE Program and mail services. Purchasing is also involved in site selection and other business opportunities.
